We have released Cipher 3.0.1-testnet for TESTNET . This release contains a bug fix for an issue introduced in the earlier version. Any node operators running Cipher on TESTNET please update your node configuration to add the new version of Cipher and restart your node in preparation of the upcoming Cipher TESTNET upgrade.
